Version 1.22 of BIOSIG released.

The following changes included since Ver 1.20
- Improved support for MIT-WFDB, GDF, BKR and TFM-Excel format
- Regress_EOG supports bipolar channels
- Automated overflow detection for GDF and BKR format
- Improved Performance of SWRITE
- some bugs are fixed in SVIEWER
